Latest Announcement from EPA Regarding Chlorinated Paraffins

September 30, 2015

The U.S. Environmental Protection Agency announced yesterday a postponement until mid-2017 on production of mid (C14-17) and long C(18-20)-chain chlorinated paraffins.

The decision was disclosed by Maria Doa – Director, Chemical Control Division US EPA, at a Metal Removal Fluids conference held yesterday outside Chicago where she was a keynote speaker.

She also confirmed that the deadline is for manufacture, not use, and that users will be able to continue using existing stocks after the 2017 date.

Dover, along with the Chlorinated Paraffins Industry Association (CPIA), has been working with industry trade associations, the Department of Defense, and congressional representatives to develop the case for retaining MCCPs/LCCPs versus the elimination of these products. Going forward, the EPA has requested critical use data and replacement chemistries to define how they will ultimately treat the MCCP / LCCP chemicals. Our focus will be to provide this information and continue the dialog with the USEPA toward a favorable resolution that best supports the environment AND the marketplace.

While the additional time granted by the EPA is very appreciated, we understand that additional work is needed, and we will use this additional time productively to advance an EPA compliant and market-friendly result. We will be having further discussions with EPA in this process, and will certainly keep you informed of all developments.

We greatly appreciate all the support this issue has received from the many industry trade groups that have been involved.

If you have any questions, please contact your Dover Chemical sales manager or myself.

DOVER CHEMICAL CORPORATION RECEIVES FDA CLEARANCE FOR DOVERPHOS® LGP-11 ANTIOXIDANT

New Thermal Stabilizer for Food Contact Applications

July 2015 – Dover Chemical Corporation has received FDA clearance for Doverphos® LGP-11 antioxidant as a thermal stabilizer in single- and repeated-use linear low density polyethylene (LLDPE) films and high density polyethylene (HDPE) articles in contact with all food types under Conditions of Use A through H, at loading levels in polymer up to 2000 ppm.

Doverphos LGP-11 is a proprietary high molecular weight phosphite that is suitable as an alternative to TNPP, or any other phosphite additive in any polyolefin application. Doverphos LGP-11 is also recommended for use in other resin systems such as SBS, SBR, urethanes and PVC. Doverphos LGP-11 is unique in that it contains no alkylphenol components, has superior color hold, has low migration due to its polymeric nature, and is composed of biodegradable raw materials.
“The fact that LGP-11 is not produced from alkylphenols provides benefits that are unprecedented by any other phosphite on the market today,” noted Dr. Mick Jakupca, Director of Research and Development at Dover Chemical Corporation. “Most antioxidants are composed of or contain alkylphenols. Alkylphenols, as a general class of chemicals, are a focus of both consumer and regulatory organizations. Doverphos LGP-11 was engineered to offer the global plastics market a viable long-term alkylphenol-free alternative chemistry.

“Dover Chemical Corporation has a long history of developing truly novel products and processes that address the concerns of our customers and consumers. The polymeric nature of this product has routinely demonstrated in laboratory and large-scale testing the reduction and/or elimination of plateout and blooming of the antioxidant in blown and cast film applications, which has been an industry-wide problem for decades.”
Matthew Fender, Business Manager of Polymer Additives, added: “Dover Chemical Corporation, as do most of our customers, strongly believe this new platform of Liquid Green Chemistry, which contains no alkylphenols, is a paradigm leap forward for the future of antioxidant systems for all polymers globally. Doverphos LGP-11 was designed to meet long-term global market needs and receiving full FDA clearance is certainly an important milestone for all of us.”
